Measure 2.3.2: Strengthening Administrative Workforce Management Capacity Through Standardized and Interoperable HR Data

Measure 2.3.2 aims to strengthen public administrations’ capacity to manage and organize their workforce through homogeneous, comparable data aligned with national standards.

The required interoperability goes beyond simple system connectivity. It also implies the ability to:

  • Use shared vocabularies and classifications;
  • Ensure data consistency and quality over time;
  • Support decision-making processes based on reliable information.

This enables Public Administrations to evolve toward a more modern and strategic approach to human resource management.

The Two Pillars of Measure 2.3.2

The initiative is structured around two complementary areas:

API Consumption

This enables the SIGP to interoperate with Minerva through the PDND platform, supporting machine-to-machine communication and access to national services, with the production of verifiable technical evidence.

Data Adoption

This introduces the adoption of a common classification system through activities such as:

  • Data normalization;
  • Mapping to reference models;
  • Management and updating of HR vocabularies.

The goal is to make personnel data consistent, standardized, and reusable over time.

SIGP Adaptation Without System Replacement

One of the key elements of the measure is the possibility of adapting the existing SIGP without replacing it.

The most effective approach involves introducing an extension module that:

  • Preserves the current management system;
  • Introduces the required interoperability functionalities;
  • Manages mapping, quality controls, and traceability.

This approach minimizes the impact on existing systems, accelerates implementation timelines, and reduces operational risks.

Timelines and Operational Constraints

Measure 2.3.2 includes strict timelines that require effective planning:

  • Contract signing within 45 days from project approval;
  • Project completion within 90 days.

During this period, all activities must be completed, including the production of technical evidence related to interoperability and Data Adoption required for final acceptance testing.
